Cosmetic labels can be printed on various materials. The most common is semi-gloss with a laminate because it is the most cost effective. The laminate creates a semi-waterproof label which allows for your label to endure some amount of water and oil.
However, if you want a full water and oil proof label for a shampoo, conditioner, or face scrub, film is necessary. White and clear polypropylenes are also available. White polypropylene comes in both a pearlescent sheen and flat finish. Clear polypropylene is a good material if you are trying to achieve the no-label look.

Cosmetic Label Tips: |
By law, you must identify the manufacturer or distributor (by name) on the cosmetic label and have a way for the customer to reach them. The Department of Weights and Measures requires the actual weight of the cosmetic product both in standard and metric to be disclosed on the label. Cosmetics ingredients must be listed on the label in the order that they appear in your formula. The ingredients must be identified by their botanical name. Make sure to include any warning statements needed or required by law, for example, Warning: For external use only.
